
Devin Ellis
Director of Strategic Development
Devin Hayes Ellis is Director of Strategic Development at NSI. Devin came to NSI after many years working in the research community in support of defense and intelligence. Prior to joining the company he was a senior researcher at the Undersecretary of Defense for Intelligence and Security's research laboratory, ARLIS, at the university of Maryland, where he was also a faculty member in the College of Behavioral and Social Sciences, and a Senior Researcher at the START Center. At ARLIS, he directed the Asymmetric Threats Analysis Center, a Congressionally mandated program. He previously served as Director of the ICONS Project, a groundbreaking endeavor merging social science and wargaming. Ellis started his career as an analyst of U.S.- China security issues, and is privileged to have been a participant in over twenty years of Track II dialogues with the PLA. His work has supported every Combatant Command, the Joint Staff, the CIA, DIA, NSA, the Departments of State and Homeland Security, as well as the World Bank, and numerous private sector corporations.
